RTL-STD-001 · Version 1.0

The Sphinx Standard

56 checks for reviewing the appraisal behind a residential transition loan. Every one published in full, with the provenance of its threshold — which is more than can be said for any number currently in use.

Specification vs implementation

The standard states what each check tests and when it fires. Where a check is original to Sphinx, the method used to compute it is part of the implementation rather than the specification — the same separation any standards body maintains between a spec and a reference implementation. Industry-baseline thresholds are shown in full; they exist in every review tool on the market. Sphinx-original firing conditions are stated qualitatively; the exact parameters are implementation detail.

Provenance

Every threshold in mortgage lending is inherited convention — a comp beyond a mile, gross adjustments over 25%, a desk review that busts at 10%. Ask where any of them came from and nobody can tell you. Each check here carries its provenance: whether the number is a stated industry baseline, or fitted to realised sale prices. When a threshold moves, the change publishes with it. Calibration is fitted to each contributor's archive at onboarding and pooled as loans exit. The status page is the canonical record of where that stands; the governance page records how a threshold moves, and the validation protocol is the pre-registered test it has to pass.

Changelog

v1.0 Initial publication. 56 checks across 5 families. 20 Sphinx-original. No threshold calibrated at publication; calibration begins when a contributor imports their historical book, and every move publishes here with its sample size.

How to cite: consistent with RTL-STD-001 v1.0, RTL-V-01 — document ID, version, check ID. Findings record the threshold values used, by value. The methodology note is written for a rating-agency or diligence reader; the governance page records how a version changes.

Comparable selection

§1.1 · 15 checks

Whether the sales chosen actually support the conclusion. The recurring failure here isn't a bad comp, it's a thin set treated with the same confidence as a deep one.

Comparable count
Number of closed sales used in the grid.
Below 3 comparablesflagIndustry Baseline
Distance
Straight-line distance from subject to each comparable, banded against local transaction density rather than a fixed radius.
Urban 0.5mi · suburban 1mi · rural 5miflagIndustry Baseline
Comp set depth
Count of qualifying sales available within the band, weighted by recency. Drives the width of the value range rather than a pass/fail.
Comparable depth is thin for the submarketwidens the intervalSphinx-Original
Sale recency
Median age of the comparable sales at the effective date.
Above 180 daysflagIndustry Baseline
Bracketing — living area
At least one comparable above and one below the subject's gross living area, so the conclusion is interpolated rather than extrapolated.
Comparables do not bracket the subjectflagIndustry Baseline
Bracketing — sale price
The same test on price. Failure here is the mechanical signature of a value reached for rather than derived.
All comparables below the concluded valueflagIndustry Baseline
Submarket match
Whether comparables share census tract, school attendance zone, or subdivision with the subject.
Below 2 in-tract comparablesflagIndustry Baseline
Physical barriers
Whether a highway, rail line, water body, or municipal boundary separates a comparable from the subject.
Any barrier crossingflagIndustry Baseline
Superior comparables omitted
Whether a closer, more recent, or more similar sale existed and was not used. Directional: only fires when the omitted sale would have lowered the value.
A superior comparable was available and omitteddollar effect on valueSphinx-Original
Arm's-length status
REO, short sale, estate, or related-party transactions used without disclosure or adjustment.
Any undisclosed non-arm's-length saleflagIndustry Baseline
Comparable resale history
Whether the comparables themselves were flips within the prior 12 months, which inflates the observed renovated-price band.
A majority of comparables were recent flipswidens the intervalSphinx-Original
Closed versus pending
Reliance on active listings or pending sales in place of closed transactions.
Any pending or active listing in primary gridflagIndustry Baseline
Condition disclosed
Whether a UAD condition rating is present for every comparable. Without it, RTL-V-01 and RTL-V-02 cannot run.
Any missing condition ratingflagIndustry Baseline
Duplicate or overlapping sales
The same property appearing twice, or two units of one building treated as independent evidence.
Any duplicate comparableflagIndustry Baseline
Market conditions adjustment
Whether the appraiser's stated time adjustment on the Date of Sale/Time line matches the index-implied figure over each comparable's lag period. The backward-looking test for market conditions.
Stated time adjustment is inconsistent with the index move over the comparable's own lagdollar effect on valueSphinx-Original

Adjustments

§1.2 · 12 checks

Whether the grid's arithmetic is market-supported or reached for after the number was already chosen. The published research on appraisal overvaluation locates most of the distortion here.

Net adjustment ratio
Sum of adjustments as a share of unadjusted sale price, per comparable.
Above 15%flagIndustry Baseline
Gross adjustment ratio
Absolute adjustments as a share of sale price, compared to the local median for the property type rather than a national figure.
Above 25% or 1.5× local mediandollar effect on valueIndustry Baseline
Single-line cap
Any one adjustment line exceeding a share of sale price.
Above 10%flagIndustry Baseline
Cross-comparable consistency
The same feature adjusted at materially different rates across comparables in one grid.
Adjustment rates vary inconsistently across comparablesflagSphinx-Original
Direction sanity
A comparable superior to the subject adjusted upward, or inferior adjusted downward.
Any directional reversalflagIndustry Baseline
Living area rate
The dollars-per-square-foot rate used for size adjustments, against observed local marginal rates.
Outside 0.5×–1.5× local rateflagIndustry Baseline
Round-number clustering
Adjustments landing on round figures across multiple comparables — habit rather than derivation, and a documented marker of post-hoc support.
Round-number adjustments predominatewidens the intervalSphinx-Original
Condition adjustment versus rating
Whether the dollar condition adjustment is consistent with the stated C-rating difference between subject and comparable.
Rating and dollar adjustment are inconsistentdollar effect on valueSphinx-Original
Quality adjustment versus rating
The same test on Q-ratings. Frequently the quiet source of an unsupported ARV.
Rating and dollar adjustment are inconsistentdollar effect on valueSphinx-Original
Unadjusted material difference
A stated difference in a value-relevant feature carrying no adjustment at all.
Any unadjusted material differenceflagIndustry Baseline
Support commentary present
Whether the report explains how adjustment rates were derived, as USPAP requires.
Adjustment support is absentflagIndustry Baseline
Conclusion inside the adjusted range
Whether the reconciled value falls within the range of adjusted comparable values, and where inside it.
Outside range or above 90th percentileflagIndustry Baseline

The after-repair value

§1.3 · 5 checks

No conventional review standard contains an equivalent to these, because a conventional appraisal values a house that already exists. Every one is computable from the appraisal and the budget alone.

Budget versus comparable finish level
Whether the submitted budget funds the finish level of the comparable sales supporting the after-repair value.
The budget falls materially short of the finish level implied by the comparablesdollar effect on valueSphinx-Original
Are the supporting sales finished?
C and Q ratings of the comparables used to support the ARV. If they are rated C3 or C4, the after-repair value rests on unrenovated stock.
Comparables are not renovated to a finished standardflagSphinx-Original
As-is plus budget reconciles to ARV
The implied value lift against the budget. The relationship between renovation spend and value created should be plausible.
The implied value lift is inconsistent with the renovation scopeflagSphinx-Original
ARV versus neighbourhood ceiling
The concluded value against the highest recent sale and the 90th percentile dollars per square foot within the submarket.
The ARV exceeds the neighbourhood ceilingdollar effect on valueSphinx-Original
Marketing time versus comparable days on market
Whether the stated exposure period matches how the submarket actually clears at that price.
Stated marketing time is inconsistent with submarket liquiditywidens the intervalSphinx-Original

Subject & file integrity

§1.4 · 16 checks

The routine work that takes an underwriter twenty minutes and catches something roughly once a month. Low yield individually, which is exactly why it should be automated rather than skipped.

Living area versus public record
Reported GLA against assessor data.
Above 10% varianceflagIndustry Baseline
Room count versus record
Bedroom and bathroom counts against assessor data and prior listings.
Any difference from recordflagIndustry Baseline
Site size versus record
Lot dimensions and acreage against parcel data.
Above 10% varianceflagIndustry Baseline
Year built versus record
Stated construction year against assessor data, which also drives the hidden-condition reserve.
Above 5 years varianceflagIndustry Baseline
Zoning conformity
Legal, legal non-conforming, or illegal use — and whether the completed project remains conforming.
Non-conforming useflagIndustry Baseline
Subject resale within 12 months
Prior transfer of the subject, and whether the appraiser disclosed and reconciled it.
Undisclosed prior transferflagIndustry Baseline
Contract price versus as-is opinion
Whether the as-is conclusion lands suspiciously close to the purchase price — the anchoring signature.
As-is opinion matches contract price suspiciously closelyflagSphinx-Original
Highest and best use
Stated, and consistent with the proposed scope of work.
Absent or inconsistent with scopeflagIndustry Baseline
Site value plausibility
Ground-up only. Land value against recent lot sales in the submarket.
Site value is inconsistent with local lot salesflagSphinx-Original
Permit status
Ground-up and structural rehab. Issued, applied, by-right, or variance required — a completion probability rather than a value adjustment.
Permits not yet issuedwidens the intervalSphinx-Original
Photo coverage
Interior, exterior, street scene, and a photo of every comparable.
Any photo gapflagIndustry Baseline
Effective versus inspection date
Gap between inspection and effective date, and between effective date and the credit decision.
Above 30 daysflagIndustry Baseline
Sketch or floor plan
Present, and consistent with the stated living area.
Absent or inconsistentflagIndustry Baseline
Adverse site conditions
Easements, encroachments, slope, access, or external obsolescence noted and reconciled.
Noted but unadjustedflagIndustry Baseline
Flood zone and environmental
FEMA zone stated and consistent with mapping; environmental observations reconciled.
Zone mismatch or unreconciled observationflagIndustry Baseline
Property value trend
Whether the neighbourhood section's stated property-value trend (increasing, stable, declining) matches the direction of the submarket index over the trailing period.
Stated trend contradicts observed market directionwidens the intervalSphinx-Original

Appraiser

§1.5 · 8 checks

Licence and discipline are table stakes and already public. Whether this appraiser actually works this county is the one that predicts error, and the one nobody looks at. Outputs here are consumed as an internal adjustment — never as a ranking, never sent to the appraiser, and never a basis for requesting a revision.

Licence valid at effective date
Active status in the relevant state at the date of value, not the date of review.
Licence lapsedflagIndustry Baseline
Licence level versus assignment
Licensed, certified residential, or certified general, against the complexity and value of the assignment.
Under-credentialed for assignmentflagIndustry Baseline
County coverage
Share of this appraiser's observed prior assignments falling in the subject county. Assignment routed on cost or turn time is close to orthogonal to submarket knowledge.
Limited experience in the subject countywidens the intervalSphinx-Original
Property type experience
Prior work on this asset type — two-to-four unit, ground-up, unusual configurations.
Limited experience with this property typewidens the intervalSphinx-Original
Disciplinary history
State board actions and public sanctions.
Any active disciplinary actionflagIndustry Baseline
Supervisory signature
Present where a trainee performed the inspection or prepared the report.
Required and absentflagIndustry Baseline
USPAP certification
Certification page complete, signed, and internally consistent with the report.
Any certification defectflagIndustry Baseline
Turn time outlier
Completion materially faster than this appraiser's own norm for comparable assignments.
Turn time unusually fast for this appraiserwidens the intervalSphinx-Original

RTL-STD-001 v1.0 · published · every threshold labelled with its provenance. Industry Baseline — initial threshold drawn from GSE guidelines where documented, common practice otherwise. Subject to outcome calibration. Sphinx-Original — check or threshold that exists in no other review standard. Calibrated — threshold fitted to realised outcomes, with its sample size.

The Sphinx standard describes analytical review of an appraisal report. It is not an appraisal, not a valuation, and not a review appraisal under USPAP Standard 3. Outputs are internal analytical inputs for credit decisioning. They are not communicated to appraisers and are not a basis for requesting revision to any report.
